maybe it's just me but "first person" doesn't sound right, because it inadvertently implies that there were multiple persons who said the same thing.

it's more like "person who actually suggested/proposed it" or "person who started the (current) matter/discussion"
the old gloss "the one who brought it up" was better.
additionally, the old "the one who brings up a subject must be the first to act upon it" matches daijirin's second part which is currently ignored. ("you suggested it, you do it")

Don't know if "sponger" is regional English.  It feels uncommon to me in AmE. I think I recognize it, but would have thought it dated if in the U.S. 

"leach" is the word my intuition came up with.  But freeloading  (from the related terms) seems quite good.

I'd be inclined to at least demote "sponging", unless it seems exceptionally natural to you all.  It's secondary on the other jmdict terms.
