  Comments:
The term "(oil) tanker" would seem to me to denote a massive ship carrying oil overseas.  Google image search, and the wikipedia pages, show that 給油船 is not that(even though some JE refs claim it, I think they are off). 

A 給油船 is a smaller ship meant for refueling other ships. (even if it qualifies as a "small" tanker).

Two big English wikipedia pages on "Tanker" and then "Oil Tanker" specifically do not cover any refueling ships explicitly. A tanker is for bulk transport, it would seem, not for refueling (in English).

It's mentioned under the Japanese "tanker" wikipedia page, but in it's own little section.

What really blew my mind... A straight image search for "refueling tanker" returns planes, and "fuel tanker" returns trucks.   So, both "tanker" and "oil tanker" would be completely ambiguous as to mode of transport... (i.e. "tanker truck")

See last ref (yahoo) for [dated] suggestion. Conversation between two apparent Japanese natives, one who hears the expression from an old woman and doesn't recognize it, another who explains its former relevance.

Makes sense to me.  In modern times, nearly *all* Japanese dogs would be 座敷犬.  This is opposed to dogs who used to be kept outside of the house (for cleanliness/etc.).  But that's not much of a thing anymore, so it would seem this word has lost its utility.
