This seems to be the go-to word to describe separation anxiety-caused clinginess in babies/toddlers, I hear it used like this alot. Sure, in the literal sense, yu are specifically talking about the baby "chasing after" the parent, but this isn't how it's usually phrased like in English. I don't think that contradicts anything I said. "この" in that sentence is just a substitute for the entire previous sentence. We have "この" tagged as "pre-noun adjectival (rentaishi)" in JMdict.
