Really, this is lit. good + banquet = good banquet.  Not a lot to go wrong here...  However "congratulatory" in the sole gloss seems overly restrictive.

As a restaurant name (which it is), "congratulatory" seems incorrect.

Even rarer than the ngrams would suggest, as it is a restaurant and place name.

Daijs uses "めでたい", which I imagine got (mis?)translated to "congratulatory". (おめでとう).  But we gloss めでたい as:
    happy; auspicious; propitious; joyous​

Nikk uses たのしい.
    enjoyable; fun; pleasant; happy; delightful

Both nikk and daijs use the drinking ref. たのしい酒宴 and よい酒宴.  酒宴:
    drinking party; banquet; feast

Neither ref actually says "congratulatory", but banquets usually are, so maybe this doesn't need to be abandoned entirely if it came from GG5.

All the kokugos and JEs have an entry for 甚く/いたく. I don't think it should be dropped. Also, I don't think this いたく is just the adverbial form of sense 3 on our 痛い entry. They're defined differently in the kokugos and the 痛い sense is archaic.
I think this is a better approach. I suggest dropping sense 3 of the 痛い entry.

I suggest dropping this entry altogether and just having the rare/uk sense 3 of 痛い/甚い. 痛く almost always means "painfully" and if it's found in the wild, this entry will be matched. None of the EJs I checked gloss "exceedingly" as いたく.
There is one Tanaka sentence linked to this entry (私は彼のスピーチにいたく感動した) but it could be relinked to sense 3 of  the 痛い entry.

Big note: sankoku makes a dedicated entry for 甚く・痛く, and does *not* include sense [3] under 痛い at all. Highly unusual for an adjective. [3] may be [arch] as [adj-i].

Can't say "esp. 甚い" on [3], since [3] is [uk], and 痛く is still more common than 甚く.  Fair enough that [3] is pretty much the only place 甚 is used. As daijs notes, when it is used it is not is いたい, but as いたく, which we have a separate entry for(where 甚い is not [rK]).

Curious how [suf] should apply to [3].  We don't use [suf] for adjectives like 深い (興味深い, and 20+ similar entries). "eggnog" is one of these cultural "glosses of convenience".  eggnog contains dairy (cream).  tamagozake is not eggnog.

"egg sake" appears in English references, but usually with tamagozake nearby.

The "cold remedy" part is useful/important for interpreting Japanese literature.  The cold-remedy aspect of the drink comes up frequently in English-language references.(some refs included)

Note: "Japanese eggnog" doesn't work as a gloss.  If you google this, you'll get recipes for actual eggnog using Japanese alcohol.

I'd consider cramming "eggnog-like" in the [expl], but I don't actually think a beverage without cream is eggnog-like at all.  Eggnog is usually served cold, is often alcohol free, is loaded with cream (&fat).  You can't have alcohol-free tamagozake....
