Is this really considered a 複合動詞? It's just the adverb 再び + the verb 述べる.
I normally consider 複合動詞 verbs to be combinations of two verbs, like 思い出す. But 再び isn't derived from a verb (AFAIK). It can be stuck in front of anything.

I think these entries should at least be tagged as expressions if they stay.
