Both current glosses look like the elimination of people(I know annihilation can work both ways). The most natural gloss for 殲滅力 seems to be "destructive power". 

"to destroy" is actually more common than "to annihilate" or "to exterminate" on reverso.

Moved "annihilation" to the front.  It is better at capturing "things and people", and also seems more common as a gloss.

Had "(complete) destruction" or "(total) destruction". (or absolute, or complete & total).  I'm not sure any of that is necessary with the accompanying glosses.

I think it should be [arch]. There are other terms such as 睡眠不足 (current entry) and 睡眠遮断 which are in the references and which are used for the medical condition. 現責 seems only to be used to refer to the Edo period punishment. I don't think it meets the "term itself is still in current use" criterion for [hist].

I'm inclined to agree that [hist] makes more sense than [arch] for specific concepts that have not been replaced by modern exact equivalents. But it seems this is contrary to the current editorial policy.

The argument on 2858694 by Jim was that the term must still be in current use for it to be [hist]. I don't know if hypothetical papers written about the subject would make the term qualify as being still in use.

Iwakoku, meikyo, and shinsen have "俗" tags. Sankoku has a "話" tag.

The "遣" kanji form is in daijr/s.
Jitenon also has a "棄" kanji form, but it doesn't get any n-gram counts.
