That is the policy but we haven't always been sticking to it, especially when the n-gram counts are very low. I note that meikyo and sankoku ignore the okurigana variants. We might want to do the same (i.e. by making them sK) unless they're above a certain threshold in the n-grams (e.g. 3%). I don't see much value in having 巻き起す/巻起こす/巻起す/捲き起す visible.

FYI, the examples given in the 精選版 version of nikk (accessible via kotobank.jp) are always the earliest recorded uses of the word. Useful if you want to know how old a term is but no good if you're looking for evidence of contemporary usage.
As it's a very rare term, I think we can make 火干 and 火乾 sK.
