I propose to drop こくきょう altogether - it's an outlier reading, and just split off こっかい. 
I think くにざかい can stay here - all the refs say it's a reading of 国境 with the same meaning as こっきょう. Some refs also have 国界 for it.

but "Korean" plays the same role in "Korean person" as in "Korean national" - if it can refer to both Koreas in "... person", can't it in "... national" too? I feel the citizenship part is very important. This is often the only way these people really are Korean - by citizenship. Linguistically, culturally, they're often entirely Japanese. Some are not even fully ethnically Korean but half-Japanese but still "Zainichi Korean" by virtue of their passport.

in English, you can't really translate this as "respect for human life is an important condition". An important condition for what? 
Daijs specifies that this "成立・存在の根本となる条件" is specifically for "あるもの" so I don't think you can really leave that part
