In fact 教皇領 literally means " the Pope's territory" and applies to both the historical Papal States and the current Vatican City. The term "Papal States" may be historical in English, but 教皇領 isn't necessarily so in Japanese. That's why I suggested "rare", but maybe it's best without any tag.
