「遺憾（いかん）」は政治用語ではない
　「遺憾」という語は、「今回の決定に対して遺憾の意を表明する」といった言い方で、おなじみだと思う。

Given that only nikk has the noun sense, I suggest dropping it. It's probably archaic. The other kokugos don't even have a 次第次第 entry, only 次第次第に.
