I quote the message of this guy
"I think it has a strong sense of finality. (So it's more
like "Finally," instead of just "and")

I used to use it to much, and once when I was talking to
my teacher at language school and said it for the 3rd or
4th time, he suddenly laughed and exclaimed "またそし
て???". The first time I said it (I assume) it sounded
like I was winding up my explanation... but then it just
kept dragging on which surprised him.

Maybe something like:

Today we went to a movie, did a bunch fo stuff, blah blah
blah and then finally we got home and were tired.

I agree that the meaning is pretty much the same as sense 4, but the examples Marcus gave, and which I've encountered often, are not really adverbs or "before a verb in negative form". I feel trying to fit this particular usage into sense 4 would lead to an odd POS and clashing glosses.
The [abbr] and reference to ちょっと難しい can be dropped.

GG5: celibacy; 〔男性の〕 bachelorhood; 〔女性の〕 spinsterhood.
中辞典: ~の single; unmarried
ルミナス - (adj) single; (未婚の) unmarried. (n) (男の独身者) bachelor [C]; (女の) unmarried woman [C], spinster
Most of the kokugos I use only have 独り身 and have two senses - #1 the same as the JEs and #2 living alone/separated. 新明解 has only 一人身 and only has it meaning #2.
As happens so often, the term can mean a state or a person in that state. I'll leave it as the one sense but it could be split.

Yeah, it's one of the heap from the old JIS computing terms glossary which back in 2008 we decided to tip into the dictionary and mop up afterwards. Many of the terms never really got used in Japanese - I think someone just translated the English rather than working out what was actually used in Japanese.
The give-away is the 23nnnnnn number and the 2008 date.
This may as well go.

Kojien is great but you need to be wary of its sense ordering as they are based on historical usage rather than contemporary.
The JEs only have our current sense 3, which is plainly the most common modern use. Although we usually have senses that are prefixes later in the entry, I think it would be appropriate to make it the first one here. I think the propose sense is related, but perhaps it's best kept in a separate sense.
I propose dropping じょう; it's only in Daijirin (「じょう」とも) and only applies to one sense.
If this (re)ordering is approved, please adjust the xref target sense in 2427720.

eij
予算オーバーしない
stay within a budget
予算オーバーする
be beyond one's budget
予算オーバーで

over budget
予算オーバーの
【副】
over-budget
【形】
overbudget
  Comments:
I don't think it's mainly an adjective, but I made it adj-no,n because it's easiest to gloss it as an adjective in English.
(rather then "being over-budget")
