喞筒 is not ateji (in the strict sense) as the characters are not used for their sound. Rather, ポンプ is a gikun reading of 喞筒. See the Wikipedia article above for more (mostly obsolete) gairaigo gikun examples.
I suggest adding ポンプ[gikun] to the 喞筒 entry and dropping any reference to 喞筒 from this entry. See 洋灯/ようとう/ランプ for an example of how we've handled this before.

It wouldn't really violate the rule since this word has a different etymology. I don't get the rationale for using notes for the reading, it seems pointless since they're not parseable and well, that's exactly what the reading field is for. If the issue is low frequency, there are ways of indicating its low usage.

i don't get it.  the gloss makes it sound like a voluntary transaction.  i buy a PS5 for $2000, then sell it back to the merchant for $1200. i get $1200 cash in hand for the cost of $2000 (+interest), and the other person gets $800 (and gets to keep the PS5).  that's not "exploitative"; it's a voluntary transaction between two individuals.  sure i paid $2000 for my $1200 in hand, but that's also how a loan works (except with the $800 spread out over the future instead of paid in one lump sum in the present).

OTOH, the KOD definition says that individuals are "FORCED" to make these purchases.  in which case it *wouldn't* be voluntary and it *could* be exploitative.  but i don't understand how individuals would be *forced* to make purchases

I agree this might not be all that well-established, but it's still sees 1:3 of the usage of more obvious and literal expressions meaning 
the same thing. Compare "turtle runner" and "slow runner" in the English (2019) corpus on Google Books ngrams and you'll find that "turtle 
runner" doesn't even appear in the graph: "Ngrams not found". This means the "slow runner":"turtle runner" ratio in English is at most 
1:600, but as it doesn't appear any single year, it's likely much much more skewed towards "slow runner". 
Still, it's not the fact that the expression is NEVER used in English, I found this for example on twitter:
