I'm a bit troubled by this one. It's A+B and is usually found in those situations, e.g. as part of 必要労働時間. The philosophical part seems to be tied up with the German "notwendige Arbeit" and Marx's "socially necessary labour".
Not sure it's an appropriate entry - it's not in the kokugos - they have 必要労働時間.
