I feel they're best left apart. The major meanings of the two are aligned to the readings, so we'd have to have "usu. ..." notes on each sense as well as a restriction. Shinmeikai seems to be a bit on its own with that first sense for せいれい. Neither Koj nor Daijirin does it.

I've sat on the fence on this for a long time, as I can see both positions are valid. I think I'll leave it in:
- it is a Daijirin entry (although that just points to と言えば)
- the n-grams seem to be saying that 言えば gets a lot of use without the と, certainly in contrast with the other と言え... expressions.

We actually include the と for と言う expressions (See と言うと, と言うのは, と言うことは, と言うのも, etc.) All my refs (kokugos, JEs, grammar dictionaries) do the same. I think we can safely delete this. It doesn't serve any purpose as long as we have a と言えば entry.
