I think it's "just" a quirky way of writing 縦と横, although as that page says it has a particular meaning in weaving. It might be grounds for having a 縦と横/たてとよこ/タテとヨコ entry. The Reverso matching site has them all meaning "vertical and horizontal", as you'd expect.

I don't think absolute values for variant forms are that meaningful when it comes to common words. With a threshold like 10k hits, we'd end up including all sorts of rubbish that most people would very rarely (if ever) encounter. If text glossing considerations are the main sticking point here, then we should implement hidden kanji/reading fields. Users don't need to be shown オンナノコ.

reconsider? The definitions given in daij, oukoku, and nikkoku

seems to be wasei in the sense that this doesn't seem to be used outside of the Japanese paper industry, but as it's a Japanese-
made category of papers that seems hard-to-define, how to translate without calling it "fancy paper"?
I thought of "decorative paper" but google images for "ファンシーペーパー" is mostly coloured paper of different (fancy) textures.

I think that in most situations the kanji are accompanied with katakana between brackets for reading purposes, but I also think the Korean way is the most 
normal way to pronounce the kanji. So I definitely think that チュンチョンプクト can be regarded as a reading of 忠清北道. Unlike Chinese placenames, 
pronouncing Korean placenames with on-yomi sounds a bit pre-war in most cases. What I think happens often in practice though is that 道 is read the 
Japanese way (i.e. a long どう, rather than ト).
