I'm finding this one very tough. The decision here also affects 2/ツー, 3/スリー, etc. In theory ワン could be added to the 一 entry as a reading of "1". I tried it out to see if it wasn't too messy, and find that we can't restrict the reading as "1" isn't a kanji.
My inclination is to keep them apart, cross-reference them, and add a note that "1" can be read ワン. I'll do that and we can see if it looks OK.

I'm having a couple of problems with this:
- it's pretty much 利権 + ビジネス, but the 直訳 "concession company" doesn't actually mean much to me
- the reference doesn't explain that well what it really means (assuming it's accurate - some of those "best answers" are off the mark.)
- AFAICT a "concessionaire" doesn't mean the same thing as a "company that deals with concessions". It's more an entity that's been granted a concession.
I'm not convinced it's needed, and I certainly think it needs a more informative gloss.

It's an adverb in the kokugos. No need for exp.
せめて is an awkward one to translate because it can mean "at least" or "at most" depending on whether the thing/quantity/action/etc. is better or worse than the ideal.
せめて2000円なら買うのだが - 2000 yen is the most I'm willing to pay.
せめて2000円なら売るのだが - I would take 2000 yen, at the very least.
I don't know if we want to keep the せめてもの entry (or just have an adj-no sense here) but I propose these glosses.
