The JEs all go with "short legs" but I agree that this is a better gloss. It's defined in the kokuogs as "足が短いこと" (short-leggedness), not "短い足" (short legs).

I don't get the point of things like  [note="also written 両"]
My impression is that this dictionary is not trying to be 
prescriptive as much as descriptive (which makes absolute sense 
for a bilingual dictionary).

but what use is it for somebody looking up 領 to know that the 
word can also be written 両 in certain cases? When this won't 
appear for somebody actually searching for 両? This seems 
suddenly prescriptive, "you can also use this character" - but 
actually it's in many cases NOT prescriptive, or shouldn't at 
least be read like it, though it will, because the "also 
written" word is usually quite obscure and not something a 
learner of Japanese should be using at all.

So the notes are doubly worthless - they don't help people 
actually looking for all meanings of 両, and they don't help 
people looking up 領 either.

Well, there's no reference provided for the meaning, which means that we have to search for a reference that confirms what the user submitted.  Because the submitter presumably has some idea of the meaning (they know where they saw it and how they learned that it has such-and-such meaning), it's simple courtesy for them to provide the reference.

In my opinion, it should be impossible to submit if the reference field is empty and if the reference is invalid, then the submission should be instantly rejected. I think it's a new term. It's getting plenty of use at the moment but pre-COVID-19 online results have nothing to do with viruses.
Not sure how we want to handle it. It's one of those media buzzwords that will probably disappear as quickly as it appeared. "Mega cluster" gets plenty of coronavirus-related hits in English as well.
I think the meaning is fairly obvious from its parts. We have entries for メガ and クラスター.
