It is not used for formal requests alone but it is also a simple verb that means "to ask"
Trying to translate any of those passages with "to file a request for" or "to make an application for" will not work.

咽る seems to be the most common kanji form by far, but I don't see it in any refs.
I saw it used in a novel.
My IME suggests 咽る but not 咽せる.

封鎖 has quickly been established as the 
Japanese equivalent of "lockdown (caused 
by a viral outbreak)". So I think this is
