I see that daijs calls this 数語.  Yes, it's a term that can be prefixed with a number.  However, what exactly are we counting(gramatically)? 〇〇三周忌?

We have [n-suf] on 回忌, not [ctr].

And as you can see from the ngrams, I'm not sure this is really so flexible.

Then the [expl] is no longer necessary. The [see] can be omitted too, since we face a choice between 補助動詞 ("auxiliary verb (in Japanese)") and 付属語 ("dependent word").
I wonder if sense 1 can be just "bound auxiliary (in Japanese)". Some 助動詞 like ます and た are words in traditional Japanese grammar but suffixes to westerners, so it's better to sidestep the issue.

Yes, as I said, I don't think it's actually used in Kansai, 
even though the dictionaries have it. I've heard a young 
Osakan (in her late 20's) make fun of her Miyazaki obaachan 
for using the expression. The hits on Google, outside of the 
dictionaries, all point to it being a Kyushu thing (though 
people from other parts of western Japan also say they use 
it on chiebukuro etc.)

I don't know what else to say, this just appears to be objectively incorrect. (At very least, it is missing a common usage).

If you see this in the wild, I would *guess* that it is probably the second, and not the third, anniversary.  The reason is that the third anniversary is not celebrated.  But 三回忌 should probably have been used instead.
