いい顔(を)する can mean more than one thing, but most frequently I think it means "to suck up" or "trying to make a good 
impression" in things like

additional sense, maybe?

I'm certainly seeing hits for these キラキラネーム, but they mostly seem to be pets, toys, manga characters, etc.. I was inclined to wave them through - after all there are quite a lot of dubious scrapings in that name file, and weird kids' names abound in other languages.
However, if we want to push back, that's OK with me. We can ask for real examples rather than accept what's on the page.
