It's really 語+圏. Not in the kokugos or UniDic, and MeCab says フランス語圏 is フランス + 語 + 圏.
OTOH, it's a common formation, so I don't really object to taking our own line on this. Certainly useful.

I'm certainly seeing hits for these キラキラネーム, but they mostly seem to be pets, toys, manga characters, etc.. I was inclined to wave them through - after all there are quite a lot of dubious scrapings in that name file, and weird kids' names abound in other languages.
However, if we want to push back, that's OK with me. We can ask for real examples rather than accept what's on the page.
