We've been ignoring this for a bit too long.
Often the は form of these patterns does not mean the same as the が form (Jay Rubin points out that 私はウナギです is usually not the same as 私がウナギです.)  In this case, from the examples I have checked, they are largely the same.
I think it's a case-by-case thing, and I think this one can/should go in.

i'm not sure if we have a policy on this, but i think we should avoid が --> は substitution forms.  not only are they possible in a huge number of cases, but using は instead of が busts it up, no?
