History:
6. A 2019-05-20 02:53:43  Jim Breen <...address hidden...>
  Comments:
It's there in its own entry. As I said, Tokyo's wards are municipalities in their own right.
5. A* 2019-05-16 21:14:41  Nicolas Maia
  Comments:
It may be a bit redundant, but I was hoping we could keep it as a way to distinguish it from the definition of 市町村. After all, this word explicitly spells out Tokyo wards as part of its meaning.
4. A 2019-05-16 11:20:32  Jim Breen <...address hidden...>
  Refs:
https://en.wikipedia.org/wiki/Wards_of_Japan
  Comments:
It breaks our merging rules as the kanji and reading forms are distinct, so I'll make a separate entry for it. Tokyo's wards don't need spelling out as they are municipalities.

I've been following the discussion, and I've come round to the view that it should go. I want to add a sentence using the pattern; probably "作り話やうわさなどでなく、本当にあった話" or similar, so I'll temporarily approve this and reopen to remind me to do it.

i have no informed opinion on the "based on a true story" part, but otherwise I agree with the everything in Robin's comment
7. A* 2019-05-15 23:37:38  Robin Scott <...address hidden...>
  Comments:
I don't think we have many other entries that consist of an adverb and a verb. Yes, it's a common set phrase, but this one just feels too obvious to me.
I don't think Japanese learners of English should be a consideration here. JMdict is not designed for those people.
I'm not a fan of the reverse search argument because it can be used to justify adding almost anything. As a natural consequence of Japanese and English being very different languages, English has countless expressions and phrases that "someone reasonably proficient in Japanese" would struggle to translate. I've always thought that test should only apply to commonly used nouns.
---
Regarding "based on a true story", I don't think it ever works as a translation. 本当にあった describes the event or story itself rather than an adaptation of it.
