I really didn't think this through when I replied to Marcus, but on reflection I think I agree with Robin that having an explicit mention of "counter for" in the glosses is the best way to go. 
I did a quick count and of the approx. 118 entries with "ctr" as a PoS, 94 have the word "counter" in them, so it's pretty much the default style.
I'm proposing to put back the way it was, with minor changes.

we're in a kind of weird zone where this isn't actually a quote either (in the sense that macarthur didn't say this in japanese...)  the english is the quote.  the japanese (which is what the PoS is supposed to indicate) is just a translation.

but i'd agree that 'quote' is enough and in this case probably better than 'proverb'.  wikipedia calls it a "catchphrase"
