I've been thinking about this entry for a while and my feeling is that it should probably go.
It's not really an expression but a grammar point. ようが is just one example of the volitional form.
I know there are sentences linked to it but I think this is better explained by a grammar dictionary. I note we don't have ようと, which is used in exactly the same way.

It is uncommon, but that's probably due to the fact that it's a relatively new technical term. 
To me, the tag implies that the word should typically be avoided. I wouldn't say that about this term. If you want to write "Earth Similarity Index" in Japanese, this is the translation you should use.
