It depends on inflection. If 宣う and 曰う are v4h too then they should be here, but if they are v5u they need their own entry.
From what I can see the kokugos are treating them as equivalents. The electronic editions of 広辞苑 and 大辞林 just map 宣う to the 宣ふ entry.
