Personally, I don't think it's necessary to keep "shelved"/"stifled". It's not a separate meaning. "To see the light of day" and "to be realized" work perfectly well for negative sentences (see examples above).

I'm keen to see the shelved/stifled meaning of the negative form retained somewhere. How about a second sense for the 日の目を見る entry along the lines of:

How to hear it:

5. fast forward to 2m26s and you will hear 「敵の討伐隊が密営(みつえい)に押し寄せているという通報があって戦場に行かなければならなかった。」

Several hits for "の密営が" on google books. Can't find any evidence for みつえい though so it's probably best left 
out.

I did check to see if it was only in place names, and found it quite a lot in passages such as "朝鮮人民革命軍の密営が置かれた白頭山".
I won't lose sleep if it's dropped, but at the margin it's the sort of thing I'd rather have included than excluded. みつえい is probably how it's read in Japanese.
