Several hits for "の密営が" on google books. Can't find any evidence for みつえい though so it's probably best left 
out.

I did check to see if it was only in place names, and found it quite a lot in passages such as "朝鮮人民革命軍の密営が置かれた白頭山".
I won't lose sleep if it's dropped, but at the margin it's the sort of thing I'd rather have included than excluded. みつえい is probably how it's read in Japanese.

Seems to be mainly used in religious contexts.  I'm getting the meaning from the way it is used.
(Lexicography texts say that one should never use a term in an explanation which is not covered by the dictionary itself, however the kokugos frequently break that "rule".)
