I cannot find any evidence for sense 1.
Sense 2 is for expressions such as 六時半, but I'm not sure 時半 is a suffix here.
I would parse it as 六時 plus the suffix 半.

There are 60 tagged examples in Tanaka,
all of them sense 2 (a few are mistagged as sense 1)

I think this could be confusing. If someone describes themselves as 和式派, it means they prefer the Japanese version of some particular thing (almost always toilets), not Japanese things in general.
I think expanding the 派 entry would be a better idea. At the moment we have only sense and it doesn't really capture this usage.

But it is still a way to say "welcome".
It is not nonexistent either. There are 40 or more examples on the yourei page. A few are even Shakespeare translations.
And 7 on the ejje page. The page says some dictionaries have it (研究社 新和英中辞典 and 斎藤和英大辞典). I have myself seen it a few times too.
I just think it is used in situations where irasshai, irasshaimase, youkoso are not. But that is just a guess, to tell the truth.
