It's plainly a mess, but it seems that the lupus is in or out depending on which way the wind blows. I wondered about "Canis lupus familiaris or Canis familiaris", but having parentheses is simpler. Rene's rules does do say "Whenever possible", but I think this is a good one to bend a bit.

I don't have any dictionary references. I don't see this term in dictionaries. Therefore my definition is inferred from the examples quoted below (as well as from the meaning of the component words: コンマ and 秒).

I came across コンマ秒 in a review of a Chinese dictionary app called Pleco. The reviewer wrote 一番すばらしいのは動作がサクサクなこと。オフラインで使えて、コンマ秒単位でサクサク操作。
