The addition of 伏せる to this entry has set up an overlap with 1500220. It's upset the examples for 伏せる because they get linked here as well. 臥せる/ふせる is not that common, and using 伏せる for this meaning is quite rare (which is why the JEs ignore it.)
What I'm proposing to do is:
- remove 伏せる from here;
- add an extra sense in 1500220 - "to lie down; to retire; to go to bed (with an illness)" with xrefs to/from here.
It's not the way kokugos do it, but it will be unambiguous and stop messing up the examples.

The proposed meaning is consistent with Daijirin and Kenkyusha(I am not 
sure if gg5 is the correct citation for my smartphone version, but it does 
say 第5版).

gg5: (法) a protest; a complaint; an appeal
  Comments:
I suggest there is no need to include the romaji "kokoku" in the Meaning. 
In my opinion "appeal" is a valid translation because, although procedural 
details may differ, the underlying concept is common to different 
jurisdictions.

"Interlocutory" is a particular type of appeal so should be in a separate 
entry. 

When the issue about deleting the romaji (kokoku) is settled I will submit 
revisions for 準抗告、特別抗告 and 即時抗告 which have the same issue. I will 
also have a go at separating entries for "urgent" and "interlocutory", that 
is if it can be done without calling for a lawyer. Also can take the 
opportunity to update the cross-referencing.

immediately provide an idiomatic translation instead of forcing them to puzzle out what the constituent parts mean on their own, and 
it's useful for reverse look-ups and possibly Japanese users looking for how to say 外で飼う in English (it probably won't take long 
before a google search for 外で飼う 英語 brings up the weblio page including this definition as the first result). Also in general if it

I do not know where you get "10 times more common" from, but it cannot be right.
This word is followed by 思う almost all the time, just like 打ち所 is followed by 悪い.
