You're quoting the entry for なんどき. These are the only senses Dairjin has for いつ.
"At any time" does not belong with sense 2. いつ and いつ...ても are not the same. Any question word (なに, どこ, どう, etc.) can be used in that way. It's more of a grammar point than a separate sense.
This is a pronoun in the kokugos.

  Comments:
I think I misunderstood Jim's question "Is it really an adverb?".
You were asking about the second sense, right?
------------------
In Japanese the PoS of a compound XY is determined by Y.
Thus every suffix -Y really has a PoS, which is the same as the PoS of XY.
Our way of handling this is not perfect.
If XY is a verb, then we tag -Y as [aux-v].
If XY is a an i-adjective, then we tag -Y as [aux-adj].
But if XY is a noun or adverb or something else, then I think we simply tag -Y as as [suf].

How on Earth, did the notion of company president get in there?
The English word "president" is veeeery broad and vague, but the Japanese terms that are used for its various meanings, very much are not.
Especially 大統領.
It refers exclusively to a country's president …except for in the second, figurative and tongue-in-cheek, sense, where someone is metaphorically (and very much hyperbolically) referred to, as being as big and important as the president of a country.

I propose splitting 並行 and 平行/併行 into separate entries. They only share one sense and when someone looks up 平行, the first sense they'll see is sense 2, which is usually written 並行.
I also think it would be a good idea to have separate [adj-na] and [n,vs] senses for sense 3 (so we can have "running parallel" as a gloss). Doing this here would be messy.
Finally, I see no reason not to use noun glosses for senses 1 and 2.

  Comments:
Was recently skimming github issues. Here's an entry without [uk] because of 草, and no hint has to how obscenely uncommon the kanji forms are *relative to the kana forms*. I would ordinarily never mark a word with 5000 ngrams as [rK]. It's a bit of a disservice because you are perfectly likely to encounter it in real life. You just probably shouldn't use it.

I've certainly encountered other cases where it would be nice to indicate explicitly "this form is comparatively rare, but not 'rare' in an absolute sense". That said, I'm still not sure there are enough of these that it's worth whatever changes would be necessary to address them.

鳳蓮草, at least, is [rK]. 法連草 is not in sankoku, which considers "菠薐草" correct (lots of technical sources online seem to share this opinion). 菠薐 is apparently from Chinese, and the name of the country they got the spinach from? (~persia)? You can just look at 法蓮草 to see how this came in as ateij, I added a ref to confirm. And now it seems that in practice it has been further simplified to 法連草 (easily found on twitter in recipes, and even in modern published books). Used on sites that should "know better" (seed sellers, etc.). But doubly-not-officially-endorsed, so marked as [sK].

法連草 is, interestingly, one of only two kanji forms given by windows IME (the first is 法蓮草). 菠薐草 is not offered (though android offers it).

If I search kanji on amazon or google images, I can actually find *a few* products that stamp 法蓮草 on the product label, which is more than I can say for any other kanji form.

On the new form 法連草, several recent gardening books come up, and one that loads a scan with a chapter subtitle is here(seems a bit too conspicuous to call it a typo):

every country.

(Japanese curry, curry rice)
  Comments:
I think "curry rice" can mean both "curried
rice" and "rice and curry", based on what I
see in google images - but more freq rice and
curry. also if you look at the way it's
climbing in the ngrams I think it's reasonable
to assume the reason it's become so common is
that it coincides with the rise of Japanese
curry in the English-speaking world
8. A* 2021-10-16 00:13:56  Robin Scott <...address hidden...>
  Comments:
Either is fine (I'd say "curry and rice") but I don't think we need both as glosses. Also, "curry rice" appears to be another way of saying "curried rice", which isn't the same thing as curry *and* rice.

"curry and rice" doesn't sound natural/like
the name of a dish to me, but I see it's as

Google Maps list plenty of "河川敷公園" as "Kasenjiki ..." in English, but there's not a single hit for "Kasenshiki".
All pretty weak evidence, but I asked a native informant (Osakan, in her 30's) and she wasn't even aware that the word could be
pronounced "かせんしき" and couldn't recall ever hearing it pronounced like that (even on TV).
NHK apparently uses both https://www.nhk.or.jp/bunken/summary/kotoba/gimon/186.html

  Comments:
Thanks for the clarification. I was going to argue these senses shouldn't be included because it's a conjugation for only a limited set
of verb classes (一段 and する/くる?) and we don't have similar entries for -そう, -とう, etc. which should be equally valid... but I
realized these senses are actually included in daijs' and daijr's よう entries and we do actually have an entry for "た" ("indicates past
tense") in JMDict as well.
_
My preference would still be to follow GG5's example to not include these senses and also not have an entry for た, but I guess that'd be
a topic for the mailing list instead of the comment section of this one entry.
_
In the meanwhile, I've tried improve the 3 senses because I don't think the definitions/notes were very clear. I've moved the previous
glosses into usage notes and added actual glosses. To what extent the glosses are helpful, I'm not sure, but until the separate issue of
glossless senses are resolved, maybe this will do. I also moved the previous sense 1 to sense 3 as I think it's the least common aux-v
usage (if that's indeed the correct PoS).
_
"verb stem" - is this the right term? I forget
