I don't know why so many dictionaries want to link this to mahjong only. It is clearly used in other contexts too. I have quoted several passages from yourei.jp which confirm it means something like "people belonging to a certain group" like the wiktionary suggests.

I have made up the meaning, as there are no translations or definitions I 
could find.

The literal meaning seems to be that snow gets stuck between the tongues of 
the geta. It slows one's progress, but the more one stomps on it, the more 
it hangs on. The expression seems to have been a political in-joke, with 
only occasional references in the news.

I could not find any dictionary entries.
It does not appear to be used in any other context than Komeito. 
I could not find any kotowaza.

23,000 occurences in a google search.

Sorry for the long story. I found it an interesting expression and tried to 
get enough to support an entry, since I could not find it in any 
dictionary.

Might it be possible to automatically, when creating the 
jmdict/jmnedict files, to take all entries with at least 
one nakaguro reading and create an additional non-
nakaguro reading for any nakaguro reading? Then we'd 
only have to do one reading, e.g. "ブルーノ・マーズ". A 
whole bunch of two+ word gairaigo entries would end up a 
lot clenaer too. I don't know how feasible it'd be, but 
it might be worth exploring?

I think we can have both. Makes text searching easier. There are quite a few where we have both versions in the one entry, and plenty where they are split and could be combined, e.g. アーネストヘミングウェイ.
