i strongly expect that no one would 石鹸 to be read as シャボン instead of せっけん without furigana indicating that シャボン is the intended reading

I watch enough random Chinese youtube news that I actually knew this term. Anyway...

The recycled "waste oil" is very often cooking oil in the first place.  If you substitute "cooking oil" for "waste oil", you'll see why I tweaked the gloss. ("normal" cribbed from wikipedia)

I had believed that "waste oil" was strictly post-restaurant waste(i.e. 100% cooking oil), but I guess it can include industrial byproducts(waste) as well.
