I don't think this is ever used with its literal meaning in modern Japanese. The only dictionary with a separate 粗末な品物 sense is nikk, and the example is from 1275.

I tried looking at how this is actually used 
on twitter but it wasn't super helpful. I saw 
several cases where it could be read as 
"really?" but it's all open to interpretation. 
Maybe this should be something like "kewl" or 
"awes" or just "wow".
