https://www.edrdg.org/wiki/index.php/Editorial_policy#Romanized_Japanese - ~~where a Japanese term or name is commonly used in English, such as "tofu" and "judo", macrons would typically not be included on the long vowels. It may be appropriate to include the version with macrons in parentheses at the end of the gloss, e.g. "somen (sōmen)". Terms that are not regularly used in English should use macrons, e.g. "man'yōgana".''

I agree we should be consistent. But if English-language sources overwhelmingly favour a particular form, I think we should use it (instead of a standard Hepburn romanization). I'd support reversing the decision to convert all instances of "riichi" to "rīchi". The later is barely used.

Presumably the JEs don't have sense 1 because it's obvious. We tend to lead with the literal meaning unless it's obscure or archaic. Image results for 水の泡 are mostly bubbles.
On second thought, probably didn't need to add "foam" or "froth".

However the JEs only have the "(coming to) nothing" sense, and all 7 example sentences are for that sense. Can it be moved to the front? I can reindex, but I think modern usage should take prerence.

The verb is not acting prenominally here. It's "昼夜を問わず、営業する". "昼夜を問わず営業" is not a single unit.
As you say, -ず is equivalent to -ないで and simply means "without...".
Contrast with ぬ, which is an older form of -ない and *can* be used prenominally (e.g. 止まらぬ株価下落)
You can't say "止まらず株価下落".
