OK, closing. I now check the file daily and report any instances of those odd characters.

Preceding the 石作り which Robin added in January were two other characters: &#65279. They are the Unicode 'ZERO WIDTH NO-BREAK SPACE' (U+FEFF)', and are probably coming from a cut-paste operation that has picked up the 16-bit Unicode BOM marker (U+FEFF) as though it were a real character. I need to discuss with Stuart the possibility of stopping these from getting into the database.

maybe it's just me but "first person" doesn't sound right, because it inadvertently implies that there were multiple persons who said the same thing.

it's more like "person who actually suggested/proposed it" or "person who started the (current) matter/discussion"
the old gloss "the one who brought it up" was better.
additionally, the old "the one who brings up a subject must be the first to act upon it" matches daijirin's second part which is currently ignored. ("you suggested it, you do it")

Quite bizarre. The original ESS was obviously not compatible with Unicode->JIS conversion as it never got into EDICT2, and it blows up when pasted into a kterm window. However if I paste them into a Gnome terminal they arrive OK as the usual Unicode. I wonder what's going on?
