Couldn't find any supporting evidence.

とし is not a valid reading of 齢, and としくらい would have to be preceded by a word like 同じ to mean "about the same age".

Discovered the kanji with furigana in a manga.  Didn't find 
it here.

Seems very A+B to me. All sorts of words can appear in front of 生産者 and I don't think there's anything especially notable about this particular combination.
