kotowaza-allguide defines it as "負け犬の遠吠えとは、臆病者
が本人の前では出来ないくせに、陰では威張ったり悪口を言ったりす
ることのたとえ。"
which is in line with daij entries for 犬の遠吠え:
"臆病者が陰で空威張りをしたり、他人を非難したりすることのたと
え。"
"臆病な人が陰でいばり、陰口をたたくことのたとえ。"
  Comments:
the focus should be less on the 「負け」, more on the 「遠
吠え」 if we're assuming this is pretty much the same as 
犬の遠吠え (which kotowaza-allguide claims). Daij (and 
kotowaza-allguide) say it's a metaphor for a timid 
person speaking ill/grumbling behind somebody's back, 
not sour grapes.
