That Kotobank ref is to Daijr/s. It's a difficult split, but I think the extra glosses are really part of sense 1. GG5 doesn't split at all. It quotes the following examples:

I think most of us regard it as one sense.

just because the meaning for something doesn't match the first gloss doesn't mean that additional senses are needed.  and it's not clear how additional senses would even help.  if it's not clear which gloss in sense 1 a particular example matches, how would it immediately become clear if an example matches sense 1 or sense 2 if the glosses are split?

is there any support for multiple senses from any other source?

I agree it's an issue the first word 
suggested for the 方針 here is "policy", 
because it's wrong and could be 
misunderstood to mean "the police have a 
general policy of hearing everybody 
involved" (which they probably do, but 
that's not what the sentence says). If we 
had two senses, we'd get around that.

i agree with Robin.  all japanese dictionaries have this as a single sense, as does gg5.  i don't see what splitting would really accomplish
