Mix corn and milk (and maybe cream) in a food processor,
add broth (and maybe a little more corn for texture),
let simmer for a few minutes.
I think the English term for this kind of soup is "cream of X soup".

Yes, we don't usually label obvious dish names as food. Also I agree this is wasei. I'm not really sure that "corn potage" is a good gloss considering it's wasei, or that we need the "Japanese" on "corn soup". But it might as well stand.
PS. It seems to be often called コーンポタージュスープ, which is rather a tautology.
