I don't understand how did author of this entry manage to translate the kotobank definition ”戦場で使う矢” as "Used arrow, collected from battlefield"... It clearly means arrow (for use on a battlefield). Am I missing something here?

As I understand it, it's a combination of name/signature and reign name. It's the equivalent of what the Brits call a "privy seal", and since the 新和英大辞典第5版 translates it that way too, I'm happy to stick with it.

Does this English translation show that it includes both the signature and the seal? This expression is used for example to read the a law proclamation(法律の公布) or to publish it the official daily gazette. Gyomei is used instead of pronouncing/writing the actual name(諱) of the Emperor. Gyoji is for the seal of the emperor. Thank you for confirming.
