I think that eijiro is wrong and that they confused 気運 and 機運. Let's look at Daijrin: 【機運】時のめぐりあわせ。物事をなすのによい機会・時機。おり。「改革の－が熟する」〔同音語の「気運」は物事の情勢がある方向に向かおうとする傾向のことであるが，それに対して「機運」は物事をなすのによい機会・時機をいう〕 There's a notion of chance, opportunity. きうん［1］［0］【気運】物事の情勢がある方向におもむこうとする傾向。時勢のなりゆき。「文芸復興の－が高まる」 → 機運（補説欄） the tendency to move towards a certain state of affairs = momentum // Plus, you can see that it's 気運が高まる (look at daij/gg5/koj). 機運が高まる has a number of hits on Google, but I believe that it's wrong. This is probably one of those homophones that even the Japanese confuse. 気運が高まる does have less hits on Google, but more real pages that I can scroll through.
