I suppose it depends on what we consider "slang". I note that we don't have it on 害者 (another "警察関係者の隠語"). But whether it's sl or not, I think it's important to note that it's used by police.

i think we have somewhat consistently been using [sl] to refer to 隠語 among other uses.  personally i would prefer the simple tag over the note, although the note does add clarity

All the other dictionaries give a definition similar to this one: "an opportunity; a chance; a good time 《to do》." (from gg5).

I think that eijiro is wrong and that they confused 気運 and 機運.

Let's look at Daijrin:

気運が高まる does have less hits on Google, but more real pages that I can scroll through.
