Raising this again as a correspondent has pointed out that in many cases in Japanese it can only mean prepayment; not COD. That second sense, which looks rather contradictory, seems mainly/only to be applied in cases such as business-reply mail and collect telephone calls, where the payment is guaranteed. For regular COD you use 着払い.
I'm not sure how to reflect this - I have proposed some examples which may help.

Daijr has a "感" sense of "ほめはやす時に発する語。 「 −，−の大喝采」" which pretty much lines up with the JE's example-based "やんやに/やんやの" usage. It also has a "名" sense of "ほめそやすこと。喝采。" which I have tried to reflect in sense 1, making it "int" rather than "n".
Of course it all could be rolled into one sense.

We're in good company there. The three JE dictionaries I use for
checking (新和英大辞典第５版, 新和英中辞典, ルミナス和英辞典)
all have that meaning. 
In the 中辞典 it's the first one listed:
〈代金到着時払い〉 payment on delivery; cash on delivery 《略: COD》; 〈代金前払い〉 payment in advance

The 大辞林 (国語辞典) agrees. Its second sense is:
(2) 運送料・郵便料などを受け取り先が払うこと。向こう払い。着払い。

Your current entry for 先払い　（さきばらい）　also includes the meaning "payment on delivery", which is incorrect.  

The "Payment on delivery" meaning is correctly associated with
 着払い　（ちゃくばらい）。
