Comments: | A couple times recently I've run across 小声で叫ぶ, which seems an odd combination, but is used when a person is reacting in surprise/excitement in a situation where he/she can't speak loudly. I found the definition "exclaim", which, to me, works better in this context than shout, cry, yell, or shriek. |

Comments: | Because of your earlier remarks and because "局 【きょく】 (n,n-suf) (1) bureau; department" is a mere suffix which can be attached to many similar situations, e.g., post office, etc., I anticipated that "出入国管理 【しゅつにゅうこくかんり】 (n) immigration control" may be the appropriate entry to which "局" would be attached. When I saw the entry for "入国管理局", that seemed to me to be the "oddity" following your remarks about "出入国管理" being the normal usage for immigration control. And, therefore, if the main entry above were still to be an entry it could be cross-referenced to "出入国管理" to show a more normal reading. Maybe, an entry should be created for "出入国管理局" which would make a better cross-reference target, but because my submission was prompted by your comments, as referred to, and because of the standard suffix I just made the submission in the form which I did. "入国管理局" does get about 1m Google hits so maybe that highlights a real oddity in so far that when in Japan they refer to “immigration control” they use "出入国管理", but when they refer to the “immigration [control?] office” they refer only to "入国管理局". I hope that helps to explain why I made the submission in the form which I did. My apologies if my logic does not match reality. My KenKyusha actually gives “出入国管理事務所”for an immigration office, which gets more than 1m Google hits. |

All the dictionaries, including the government's own "Standard Legal Terms Dictionary" say it's "immigration control", so who are we to argue? Coming the other direction, the リーダーズ+プラス EJ glosses "immigration control" as "(出)入国管理", among other things like 入国審査."
