The Ministry some years ago tried to discourage the use of ライブラリー in favour of 図書館, 図書室, etc. Many complained that it was the right word for non-literary contexts. Encyclopedia of Japan offers the more accurate but much less common in English "emigration and immigration control".  It apparently does cover both immigration and emigration:

There are two levels here:
(a) yes, if you dig into the kanji, that term does mean control of both immigration and emigration;
(b) in Japanese usage, which what dictionaries are really about, it means just "immigration control" (probably because there is no control on emigration.
Why don't they just use "入国管理"? Not for me to say, but they don't. 
All the dictionaries, including the government's own "Standard Legal Terms Dictionary" say it's "immigration control", so who are we to argue? Coming the other direction, the リーダーズ+プラス EJ glosses "immigration control" as "(出)入国管理", among other things like 入国審査.

"Word Search" only recognizes ねばならない, but since せ is irregular, i think it would be helpful to have the XREF in this case...

I think it's just odd enough to throw a beginner. Things like しなければ are in the kana glossing dictionary, so that's partly covered.

i'm not sure it should go in.  it really just means "if ... does not ..." with that common trail off implication of "must" or "something bad will happen otherwise".

Saw the expression 食事会に参加せねば in an e-mail message and noticed that neither "Text Glossing" nor "Word Search" would resolve it. Considering that せ is irregular and せねば is a colloquial short form, someone not fluent enough might fail to understand it, so i think we should add it - at least to get the pointer to the existing entry. For me there were two pieces of evidence:
(1) On the page http://thejadednetwork.com/sfx/index/fu/4, the entry for "buwa" gives a meaning.  I have repeatedly observed, for years now, the pattern of "sound effect + tto" becoming a modifier to a verb (adverb).
(2) The context in the sentence agreed with this interpretation: the wind entering the suddenly opened door blew the girl's hair up in the air.
