Stabling "in the winter" is critical to the definition, otherwise letting them out in spring has no particular meaning. Not all horses are kept indoors in winter, this is why 雪国 is mentioned specifically in nikk, and in haiku apparently the horses and cows can still see snow in the surrounding hills. This is an event that marks the transition from winter to spring. Pretty much all google matches are haiku collections.
