also feel like the sense restriction is pointless for sense 2. 玉摧 seems barely used for sense 1 either and is now tagged rK

Refs show both meanings, and the bias in the reading/meaning sets, but there is overlap.
For 手斧 Google images mostly shows hatchets, and a few adzes. (I've known the word "adze" as long as I remember. I don't think it needs to be explained.)
As for 釿, I can find no evidence of it being read ておの or ちょうな. Was it in curatorial note saying "釿 (ておの)"? If so it was more likely saying what the kanji means rather than giving its reading. 釿, which means hatchet, only has the ON readings of キン and ギン (according to the kanwas.)

  Comments:
FWIW, the kana version of the phrase is found further down in the same text, with an explicit reference to the speaker needing to do something about his own life. As for possible word play in the song title, I can imagine that . . . especially since I fail to see the connection between the song itself and the subject of the political catch-phrase.

If that is the case, then I think we should drop the kanji version of this phrase. A dictionary isn't exactly a library of puns...

  Comments:
I think the 遷都 part is just a play on words in the song title, not part of the usual phrase.
Also, I'm not sure what to make of the difference between ngrams and Google hits for どげんかせんといかん. If the ratio were reversed, that would make sense.

Seen regarding Kyoto cuisine.
(Include link to closely related cuisine, per WP.)
Since no short term in English, generally borrowed as
“yusoku”; compare kaiseki etc.
