I’ve not marked this “sensitive” ([sens]), as it doesn’t seem to cause much offense, though perhaps that would be prudent?
There are various more detailed explanations, such as that it was originally French cage à lapins (apparently common slang for cheap, small apartments), and that it was in a report supervised by British civil servant Roy Denman, then Director of External Relations of the EC.

Is this word even real?  I cannot find any reference to this word other than online portals that use jmdict.  The definition's "residing in hell" part (...really?...) made me wonder if this was supposed to be some anime character or folklore or something, but even then I should expect some Wiki or fansite page to come up.
