It's certainly common (3M+ hits), but its absence from any refs or discussion (hatena, chiebukuro, etc.) probably indicates it's quite regular as Rene suggests.
My guess is it means more like "is or isn't".
I'll leave it hanging in case Winnie can dig up more on it.

i'm unconvinced that: a) this is anymore than だ+か+なんだか, and b) that the translation is correct.

i think it should be omitted unless solid references for both can be found.

This is used like a suffix (秋だかなんだか知らないが...; スーパードライだかなんだかしらないが...), but I wasn't sure if it should get the "suf" part of speech.
